		<title>Morgan Hill&#8217;s (Almost) Full Rainbow</title>

<p>I recall hearing (or reading) somewhere that there is no such thing as a &#8220;full&#8221; rainbow in nature.  In other words, you&#8217;ll be able to see a rainbow arching to the right, or one arching to the left, but never be able to see both sides in the same place.</p>
<p>Well, Morgan Hill had just that at around 8pm this evening.  The first picture was taken from just outside my apartment at Jasmine Square.  Or rather, the first <em>two</em> pictures as I have no wide angle lens, so had to stitch two shots together.</p>
<p><a href="http://www.morganhillreview.com/wp-content/uploads/2009/08/RainbowPanorama2.jpg"><img class="size-medium wp-image-203 alignright" title="Full Rainbow from Morgan Hill's Kentucky Fried Chicken" src="http://www.morganhillreview.com/wp-content/uploads/2009/08/RainbowPanorama2-300x119.jpg" alt="Full Rainbow from Morgan Hill's Kentucky Fried Chicken" class="pic" width="300" height="119" /></a>This second shot was taken about five minutes later from the Morgan Hill <a class="zem_slink" title="KFC" rel="homepage" href="http://www.kfc.com/">Kentucky Fried chicken</a> just off of Dunne Ave by <a class="zem_slink" title="U.S. Route 101" rel="wikipedia" href="http://en.wikipedia.org/wiki/U.S._Route_101">Highway 101</a>.  Again, it&#8217;s two shots overlayed to give the full effect.</p>
<p>The rainbow(s) only lasted about fifteen minutes in total as the sun was just setting.  Nearly as remarkable as the rainbow itself was the fact that it hasn&#8217;t rained here in Morgan Hill for at least a month.  So I&#8217;m at a loss to explain just what moisture in the air caused this majestic beauty to appear.</p>

<blockquote><p>For the last couple of years city hall staff have been evaluating different ways to improve these services and lower costs at the same time, according to City Manager Ed Tewes. He said the primary goal is to improve services.</p>
<p>&#8220;If saving money is the only goal, there are ways to save money,&#8221; said Tewes. &#8220;(But) we have learned there are always tradeoffs between the levels of service provided, and savings in costs.&#8221;</p></blockquote>
<p><em>Excuse me</em>? They&#8217;ve spent the last couple of years trying to &#8220;<em>lower costs</em>&#8220;?  Then please explain their fervor in trying to push the <a href="http://www.morganhillreview.com/2008/09/13/yes-or-no-on-measure-g-in-morgan-hill-the-choice-is-clear/" target="_blank">Measure G Utiility Tax</a> down our throats last November.  Near the end of the article I found <em>this</em> gem-<br />
<a href="http://www.shareapic.net/content.php?id=11180116"><img class="alignleft" style="border: 0pt none;" title="Greedy Politicians" src="http://www.shareapic.net/preview3/011180116.jpg" border="0" alt="" width="87" height="130" /></a></p>
<blockquote><p>[Morgan Hill Police Chief Bruce] Cumming has suggested eliminating three positions in the police department over the next three years to make up for some of the deficit.</p></blockquote>
<p>This would be the same Chief Cumming who not only hired <a href="http://www.morganhillreview.com/2008/08/03/how-many-cops-does-morgan-hill-need/" target="_blank">five additional Morgan Hill Police Officers</a> (and a dog)back in August, but was in everyone&#8217;s face, hat in hand, trying to get Measure G passed because we still didn&#8217;t have <em>enough</em> officers.  It seems like I (and the Morgan Hill voters who rejected the extra funding) were right after all.  The police department has plenty of other options for decreasing spending and have no need for even more of our tax dollars.  The desire for it was greed plain and simple.</p>

</style><p><a href="http://www.shareapic.net/content.php?id=13861683&amp;owner=Aahz" target="_blank"><img class="alignleft" style="border: 0pt none;" title="Cloth Diapers versus Disposable Diapers - Baby Lineup" src="http://preview.shareapic.net/preview4/013861683.jpg" border="0" alt="" width="130" height="96" /></a> Over the weekend I was enjoying my early afternoon french toast at Just Breakfast when a couple of young mothers occupied the table next to mine.  They were soon embroiled in a heated (but good natured) debate on the environmental impact of disposable diapers versus cloth diapers.  Now, I&#8217;ve always avoided this debate for three reasons: 1) I&#8217;ve always avoided being around infants in diapers anyway so it&#8217;s not really my decision to make, 2) I believe there are more pressing concerns in today&#8217;s world than environmental impact, and 3) aren&#8217;t cloth diapers <em>clearly</em> better for the environment?  However, I&#8217;m also a person who values knowing the truth more than being right all along, so I decided to investigate &#8220;disposable mother&#8217;s&#8221; claims that an independent study proved they were less damaging to the environment than cloth diapers.</p>
<p><a href="http://www.shareapic.net/content.php?id=13866077&amp;owner=Aahz" target="_blank"><img src="http://preview.shareapic.net/preview4/013866077.jpg" border="0" alt="" align="left" /></a> Google led me to an article in London&#8217;s Sunday Times &#8220;<a href="http://www.timesonline.co.uk/tol/news/environment/article4969413.ece" target="_blank">Blow to image of ‘green’ reusable nappy</a>&#8221; which was published back in October and shares the results of £50,000 study by England&#8217;s Department for Environment, Food and Rural Affairs (DEFRA).  Amongst that reports conclusions-</p>
<blockquote><p>The report found that while disposable nappies used over 2½ years would have a global warming , impact of 550kg of CO2 reusable nappies produced 570kg of CO2 on average. But if parents used tumble dryers and washed the reusable nappies at 90C, the impact could spiral to 993kg of CO2.</p></blockquote>
<p>In other words the government determined that disposable diapers have a smaller carbon footprint than cloth diapers.  Those responsible for commissioning this report <em>were</em> biased, which is always the problem with studies of this sort.  Of course, as the article makes clear, in this case the bias was towards <em>cloth</em> diapers.  Since the results came out in the opposite direction, DEFRA &#8220;has told its media managers not to give its conclusions any publicity&#8221;.<br />

<p>Knowing there&#8217;s always more than one side to any news story I headed out into the &#8216;green&#8217; blogosphere to see what environmentalists had to say about this article.  Not surprisingly, I couldn&#8217;t find a single environmentalist who said &#8220;Wow, I was wrong, disposable diapers are better than cloth diapers&#8221;.  Nope, instead I found all sorts of rebuttals to the findings and claims that the study was biased or &#8220;bad science&#8221;.  For example, Jennifer Lance wrote at <a href="http://ecochildsplay.com/2008/10/20/shocking-buried-uk-government-report-disposable-diapers-are-better-for-the-environment-than-cloth-nappies/" target="_blank">Eco Child&#8217;s Play</a>-</p>
<blockquote><p>I don’t think the report considered the impact on landfills of disposable diapers, and I think that further research needs to be done.  I can’t embrace these findings, as there are many factors that were not considered.  What about diaper services that reuse the same cloth diapers many times for many families?  I don’t know any families that just dispose of their cloth diapers when their children have completed their toilet learning. If they are still in good shape, they are passed on to other families. If they are stained and falling apart, they are used as rags.  I still think using cloth diapers was the best choice for my children’s health and the environment despite this report.</p></blockquote>
<p>Further evidence that environmentalists are the most stubborn of idealists who are more concerned with perception than reality lies in the comments on that post-</p>

I’ve read that report &#8211; it was buried for a reason. Not only was it bad science but it made a lot of assumptions that are simply not true. <a href="http://www.shareapic.net/content.php?id=13865649&amp;owner=Aahz" target="_blank"><img src="http://preview.shareapic.net/preview4/013865649.jpg" border="0" alt="" align="left" /></a> Like you mentioned, cloth diapers get reused for up to five children. The water used to wash cloth diapers is about the same as the amount used by the same number of kids to flush a toilet &#8211; so a child in toilet training uses the same amount of water as a child in diapers. It also ignores much of the steps required to produce and transport disposables. I actually wrote a blog about it, but yes, you are right to question and ultimately dismiss this study. It wasn’t out of embarrassment for the results &#8211; but for the way they were obtained and, therefore, their inaccuracy.</p>
<p><strong>Elizabeth-</strong><br />
I don’t think I believe this report at all. I’m sure the footprint required to make the disposable diapers wasn’t included, as well as certain other factors.</p>

I agree that they must have overlooked the landfill issues. The carbon is only a part of the issue overall, but so many people pay attention to just that fragment.</p>
<p><strong>Greenbaby-</strong><br />
We heartily (and I mean heartily!) disagree with the findings of this study! After pouring through each bit of research, we found that it contains several flaws which make it rather inconclusive. If we really thought disposable products were the same as washable, wouldn’t we all be eating on disposable plates, using disposable clothing, and skipping cloth rags for paper towels? There’s something undeniably obvious about the fact that cloth is fundamentally more eco-friendly.</p>

That&#8217;s a very interesting report but I’m afraid when it comes to the environment I can only be supporting the use of cloth diapers.</p></blockquote>
<p>As you can see, most greenies simply dismissed the scientific evidence out of hand, not giving a single fact to back up their beliefs.  But let&#8217;s take a look at their objections, shall we&#8230;<br />

<p>From reading the article and the comments all of the claims of &#8220;bad science&#8221; are based on intuition and feelings instead of facts.  Notice the language used: &#8220;<em><strong>I don’t think</strong> the report considered</em>&#8220;; &#8220;<em><strong>I’m sure</strong> the footprint required to make the disposable diapers wasn’t included, as well as certain other factors</em>&#8220;; &#8220;<em><strong>they must have</strong> overlooked</em>&#8220;; and, of course, my favorite &#8211; &#8220;<em>There’s something undeniably obvious about the fact that cloth is fundamentally more eco-friendly</em>&#8220;.  Not a snippet of evidence that there was &#8220;bad science&#8221; involved here at all, just a lot of feelings and certainties without any scientific backing.  (I was unable to find Amber&#8217;s blog post which supposedly contained some actual arguments against the study, BTW, if someone can send me a link I&#8217;d love to read it.)</p>

<p>I&#8217;m not really sure what the point of this statement is.  The comparison is cloth diapers versus disposable diapers.  Magically potty trained at birth children aren&#8217;t really relevant here.  Besides, aren&#8217;t cloth diaper users still flushing the solid waste down the toilet?  I&#8217;d hate to think they&#8217;re transferring soiled diapers directly to the wshing machine where the fecal matter would mix with their other clothing.</p>
<p>3) &#8220;<em>Only looks at carbon footprint</em>&#8220;-</p>
<p>While it&#8217;s true that this study only looked at carbon footprint, that&#8217;s because they&#8217;ve already studied the other impacts.  The last study commissioned by the UK government was concluded in 2005 and was a lifecycle analysis for the Environment Agency which took four years and cost more than £200,000.  According to <a href="http://news.bbc.co.uk/2/hi/uk_news/4559665.stm" target="_blank">the BBC</a> (emphasis mine)-<br />

<blockquote><p>Whether parents use disposable or cloth nappies makes little difference to the environment, a report has concluded.</p>

<p>So, even when manufacture, transport, etc are taken into account there is still no environmental benefit to cloth diapers.  Which brings me to the world&#8217;s most annoying objection-</p>
<p>4) &#8220;<em>The impact on landfills</em>&#8220;-<br />
<em><a href="http://www.shareapic.net/content.php?id=13861680&amp;owner=Aahz" target="_blank"><img class="alignleft" style="border: 0pt none;" title="Diapers are NOT overflowing landfills!" src="http://preview.shareapic.net/preview4/013861680.jpg" border="0" alt="" width="130" height="98" align="right" /></a></em><br />
According to the same BBC article cited above, disposable nappies only made up 0.1% of rubbish at landfill sites in the United Kingdom.  So diapers aren&#8217;t having a massive impact on landfills.  And then there are companies like <a href="http://www.knowaste.com/" target="_blank">Knowaste</a> that recycle diapers, removing 98% of a disposable diaper from the trash stream and turning the different materials into plastic wood, roof shingles, vinyl wood sidings, shoe insoles, wallpaper, and biogas or green energy. So there doesn&#8217;t have to be an impact on landfills at all!</p>
<p>Besides, the whole concept that we&#8217;re &#8220;running out of room&#8221; to put our garbage and/or have landfills is absolutely ridiculous.  If you took every man woman and child currently living on the Earth (6,706,993,152 as of July 2008) and moved them all to Australia we&#8217;d <em>each still</em> have roughly a third of an acre of our own private land (Australia is roughly 2,967,909 sq mi. There are 640 acres in a square mile which means there are 1,899,461,760 acres in Australia.  Divided by the Earth&#8217;s population, we each get 0.28 acres).  That would leave the entire rest of the planet empty.  Do you not think we could fit both recreational area as well as vast amounts of landfill space on all of North America, South America, Africa, Europe and Asia?  Of course I&#8217;m not suggesting that we undertake such a ridiculous plan, but it should clarify that the Earth has <em>plenty</em> of empty land that could be used for waste disposal.</p>
<p><strong>Conclusions-</strong></p>
<p>Just as I didn&#8217;t expect to learn that cloth diapers were not better for the environment than disposables I also didn&#8217;t expect this post to be nearly this long.  Seems I was wrong on both counts.  Thanks for sticking with me all the way to the end.  It seems science has spoken pretty loudly: there is essentially zero difference in environmental impact between disposable and cloth diapers.  So the remaining question is, why won&#8217;t the environmentalists accept these simple facts?  If you have the answer to that question I&#8217;d <em>love</em> to hear it.</p>

<blockquote><p>The most serious of the incidents in the alleged arson spree took place Nov. 19, when a garbage can outside the school cafeteria was set on fire. That fire was quickly extinguished by a Live Oak teacher before emergency personnel arrived, but still caused about $500 in damage to the outside of the building.</p></blockquote>

For those of you playing along at home, that tends to look more like the picture on the right.  Not very scary is it?  And that was the <em>&#8220;most serious&#8221;!</em>  Two of the remaining three &#8220;arson-related events at the campus since Sept. 10&#8243; apparently included a firecracker being set off (and being reported as a bomb) and a &#8220;plastic water bottle containing gasoline&#8221; being found in an outside garbage can.</p>
<p>Yet, somehow this has now become an &#8220;arson spree&#8221; that somehow required the police department, SCCFD arson investigator Dennis Johnson, and school officials working together to solve.  Then again, maybe all it would have taken was watching &#8220;the school&#8217;s campus surveillance system [which] captured video of the crime&#8221; and the help of &#8220;concerned students with knowledge of the incidents&#8221; who identified the suspects.</p></div>

<p>They&#8217;re still accepting the tax funded loan, however, though they seem more confident they will now be able to pay it back.  According to a joint letter from the association&#8217;s executive board: &#8220;<em>In an effort to be fiscally responsible and make sure that the city loan is just that, a loan, and insure that we don&#8217;t incur costs above the loan, we determined that we could not take the risk at this time.</em>&#8220;  So, apparently there was some doubt as to whether or not they were going to pay the tax payers back.  I think that disturbs me even more than the loss of the skating rink.</div>

I thought it might be time to take a &#8216;real person&#8217; look at exactly <em>why</em> these businesses are going under.  The &#8220;big three&#8221; closures of late are Ross, Circuit City and Mervyn&#8217;s.  I don&#8217;t think I&#8217;ve ever made a purchase at Ross, so can&#8217;t directly address that one, but have been a regular Mervyn&#8217;s shopper and spend quite a chunk of change on electronics as well.</p>
<p><strong>Circuit City-</strong><br />

<p>I used to be a <em>huge</em> Circuit City fan, but then they laid off all of their knowledgeable <em>salespeople</em> a couple years back to replace them with lower paid <em>clerks</em> who don&#8217;t know what the heck they&#8217;re talking to about.  That was the death of the superior service that made their higher prices more palatable.</p>
<p>I stopped by our <em>seven-month old</em> Circuit City here in Morgan Hill the day after the announced closure to see if there were any bones worth picking.  Although the store would be receiving no more stock the discounts were minimal (10% to 30%) and still left their prices significantly higher than even such local competition as Fry&#8217;s.   When I needed a new DSL modem last week I went by again and the highest visible discount was still 40%.  Additionally, they only had a single DSL modem which was still overpriced by at least 20%.  A quick trip to San Jose and I had more than a dozen modems to choose from, half of which cost less.  So why should I shopt at Circuit City again?</p>
<p>Others apparently feel the same way as even last week you couldn&#8217;t tell the store was closing (except for the roughly 8.5 <em>million</em> signs) based on stock levels.  Since they haven&#8217;t been restocked all month that means that no one&#8217;s buying even at these supposed &#8220;closeout&#8221; prices.</p>
<p><strong>Mervyn&#8217;s -</strong><br />

Meanwhile Mervyn&#8217;s at least seems to be actually going out of business.  With discounts as high as 70% and empty shelves sprouting up like Christmas Trees even if it wasn&#8217;t for the sign forest you&#8217;d know this store was not much longer for this world.  Which doesn&#8217;t address <em>why</em> they&#8217;re going out of business.  Well, here&#8217;s a real world example for you&#8230;</p>
<p>Z needed some new bras last week so we decided to take advantage of the (then) 40% savings at Mervyns.  She found a couple of their <em>least expensive</em> she liked but their original price was $30 making the &#8220;discount/closeout&#8221; price $18 each.  Not satisfied with these so-called savings we drove to the other side of 101 and visited Target where the original price on their <em>most expensive</em> bras was only about $25.  We picked up five bras (including a couple of &#8220;closeouts&#8221;) for $30 <em>total with tax!</em>  Still wondering why they are closing?  I&#8217;m not.</div>

And they&#8217;ve decided the best way to get it is to pass a 2% tax &#8220;on the use of gas, electric, water, sewer, garbage, telecommunications and video/CATV services.&#8221;  According to the full color (read: expensive) flier I (and probably you) received in my mailbox today if Measure G does not pass &#8220;the City will not likely be in a position to add new positions such as additional police officers,&#8221;which elicited a resounding &#8220;good&#8221; from me, but may not have from you.  So let&#8217;s review-</p>
<ul>
<li>In 2004 the people of Morgan hill spent roughly $10,000,000 on a new police station.</li>
<li>In <a href="http://www.morganhilltimes.com/news/245658-morgan-hill-police-department-creates-goals" target="_blank">June 2008</a> Morgan Hill Police Chief Bruce Cumming reported that &#8220;[t]he department had a productive year, [in 2007]. Among the accomplishments, Cumming told council members, is the creation of a regional SWAT team with the Gilroy Police Department and the implementation of the anti-gang GREAT program in Morgan Hill schools.&#8221;</li>
<li>At the same time Chief Cumming announced that &#8220;[s]ome of the goals for the new year, which begins July 1, include reinstating the department&#8217;s K-9 program with funding from community donations and implementing a city-wide telephone notification system.  Cumming also hopes to increase the department&#8217;s 36 sworn officers with seven more sworn officers and two more multi-service officers.&#8221;</li>
<li>In <a href="http://www.morganhillreview.com/2008/08/03/how-many-cops-does-morgan-hill-need/" target="_blank">July 2008</a>, the Morgan Hill Police Department added five new officers.</li>
<li>In <a href="http://ca-morganhill.civicplus.com/index.asp?NID=642" target="_blank">August 2008</a>, the department &#8220;hired&#8221; Pax, an 18 month old German Shepherd, thus successfully &#8220;reinstating the department&#8217;s K-9 program.&#8221;</li>
</ul>
<p>So why, exactly do the people of Morgan Hill need to supply the police with <em>another</em> $1,800,000?  They seem to be doing just fine without it and have already met the majority of their goals for 2008 in just a few months!</p>

<blockquote><p>Q) What controls are there that Measure G funds will be spent responsibly?</p>
<p>A) The UUT Ordinance includes extraordinary accountability measures.  Every two years, the City Council is required to make findings that the tax is necessary for the City&#8217;s financial health or the tax expires.  It requires two-thirds vote (i.e. four of five Council members) to continue the tax.</p></blockquote>
<p>Excuse me?  You call this &#8220;extraordinary accountability measures&#8221;? All this means is that every two years the council needs to rubber stamp the continuation of the tax.  They&#8217;ll ask themselves the question: &#8220;do we need this money?&#8221; For government, the answer to that question is <em>always</em> yes.  Nothing in this measure even requires that the money be spent on the police department!  It just goes in to the general fund to be used for whatever purpose the (then current) council deems appropriate.  And it&#8217;s not exactly difficult to make the case that the police don&#8217;t need the money&#8230;<br />

<blockquote><p>Q) Why doesn&#8217;t the City reduce services in other areas such as recreation to enhance other City services such as police?A) Public Safety is <em><strong>currently</strong></em> the City Council&#8217;s highest priority as indicated by the fact <strong><em>the City spends 83% of all discretionary dollars on police and fire</em></strong>.  Over the past several years, the City has cut back on less critical service levels and eliminated positions from Park Maintenance, Human Resources and other administrative functions.</p>

<p>Again, that&#8217;s from the flier. Do not be fooled, this is not a &#8220;police funding&#8221; tax, or even a &#8220;public safety&#8221; tax.  It&#8217;s simply another way for the City Council to sugar coat their latest money grab.</p>

My recent post titled <strong><a href="http://www.morganhillreview.com/2008/08/09/are-morgan-hill-teachers-actually-overpaid/" target="_blank">Are Morgan Hill Teachers Actually OVERpaid?</a></strong> has elicited surprisingly little response thus far.  I expected an outporing of comments, posts and emails from parents, teachers and administrators &#8211; not to mention the random passersby who usually chime in on such things.  But, despite the article being viewed a couple of hundred times, there has yet to be a single comment posted thus far. It seems that, when presented with actual data, those decrying that &#8220;teachers are SOOOO underpaid&#8221; have very little to say.  A shame really.  I was hoping for nice give and take on the issue.</p>
<p><a href="http://ghettokitten.com/" target="_blank">Mercyne</a> over at <a href="http://ghettokitten.com/archives/145-Back-To-School.html" target="_blank">Paranoia is always justified</a> did take a swing at defending the teachers in her area, bringing out the classic argument-</p>
<blockquote><p> There are teachers in my district who have to buy school supplies for the lower income students out of their own pocket, just because they hope to give them a future, only to burn out so quickly because the job is rarely a rewarding one.</p></blockquote>
<p>To which I respond that no one is forcing teachers to spend their own money on students.  Maybe if they got the teachers&#8217; union to lobby for more school supplies instead of yet another annual payraise without a measure of merit they wouldn&#8217;t need to anymore.  We&#8217;ve all heard of teachers going on strike for more pay and/or benefits, but has there ever been a case of a strike for more materials?  And if the career isn&#8217;t a rewarding one, then they should feel free to find another.  It&#8217;s not as if the field has changed dramatically in the last 20 years or so.  I&#8217;ve been hearing the very same complaints since I was in grade school myself.</p>

<p>At five minutes after midnight this morning I was suddenly deafened by the fire alarm in my room going off.  Heading for the stairs, roommate/client #1 exited his room and I told him to follow me outside.  Reaching the downstairs I found roommate/client #2 (the one I actually get paid to watch overnight) sitting and watching the Tonight Show.  I shuffled him outside as well.</p>
<p>Neither smoke nor fire was apparent in our apartment, but the alarm could clearly be heard coming from every apartment in our building and the FIRE warning light on the side of the building was flashing as others emptied from their apartments in robes and slippers.</p>
<p><a href="http://www.shareapic.net/content.php?id=10573944&amp;owner=Aahz" target="_blank"><img src="http://www.shareapic.net/preview3/010573944.jpg" class="pic" align="right" width="130" height="98" alt="Morgan Hill 'Fire'" border="0" /></a>A quick walk around the entire building showed confirmed the lack of fire and smoke, but there was <em>one</em> fire sprinkler spraying water onto an outdoor balcony.  The tenants there were outside as well and confirmed that there was no fire in their apartment.   Everyone in the building was outside and no one was hurt.  Whew!</p>
<p>The Morgan Hill Fire Department arrived about 10 minutes later, confirming that everyone was okay and shutting off both the water and the alarm (at last).  Apparently the sprinkler just malfunctioned.  If that&#8217;s really the case than I sincerely hope the tenants have renter&#8217;s insurance because otherwise they are truly hosed (pun intended).</p>

<p>I&#8217;m actually crossing my fingers that they&#8217;ll finish early so I can get back online ASAP to handle my internet workload.  However, I&#8217;ve also made sure there are batteries in the flashlights and candles are available in case they run much later than scheduled.  Oh yeah, you might want to make sure your alarm clock(s) have fresh back-up batteries as well, so you&#8217;ll have fewer clocks to reset tomorrow evening.</p>
